Today, in the context of active implementation of administrative-territorial reform and expansion of powers of the village, settlement, and city councils in enlarged districts, the issue of the ability of local governments as founders of educational institutions to ensure access to full general secondary education is crucial.

Given the ineffectiveness of the mechanism of legislative restrictions on the powers of local governments to form an optimal and effective network of educational institutions, the Ministry cooperates with the Verkhovna Rada Committee on Education, Science and Innovation on necessary amendments to the laws of Ukraine “On Education” and “On Complete General Secondary Education”.
Given the great public importance of the issue of legislative regulation of access to general secondary education and taking into account bills registered in the Verkhovna Rada of Ukraine and proposing to change legislative approaches to the formation of a network of lyceums, including the draft Law of Ukraine “On Amendments to Some Laws of Ukraine network of lyceums for the introduction of quality specialized secondary education “(registered № 4629-1 of February 9, 2021, Dr. S. Koleboshin, S. Babak, Y. Grishin and others), the Ministry initiates a re-public discussion of the draft resolution of the Cabinet Of Ministers of Ukraine “On approval of the Regulations on the lyceum”.
The key issues that we ask you to pay attention to are the possibility of forming structural units within the lyceum that provide preschool, primary and basic secondary education, as well as assigning the lyceum the status of a reference.
Additionally, we inform that in accordance with part three of Article 12, part four of Article 22 of the Law of Ukraine “On Education” primary, basic secondary and specialized secondary education can be obtained in individual educational institutions or in structural units of one legal entity (educational institution).
An educational institution may carry out educational activities simultaneously at different levels of education and at different types of education, to form structural subdivisions for this purpose. In addition, according to part five of Article 9 of the Law of Ukraine “On Preschool Education”, children may receive preschool education in the structural units of legal entities of private and public law, including educational institutions.
