The President of Ukraine Volodymyr Zelensky signed Decree № 55/2021 “On the Advisory Council for the Development of General Secondary Education”.
According to the document, the Advisory Council is established as an advisory body to the President.
The main tasks of the Advisory Board are monitoring of the modern educational space, the state of reforming the system of general secondary education, analysis of Ukrainian legislation in this area.
The Advisory Board will prepare proposals to ensure the availability and high quality of general secondary education, the rights of participants in the educational process, improving the legislation of Ukraine on general secondary education, and updating its main tasks.
Among the tasks of the council are to ensure innovative development of general secondary education, the formation of competencies of students, assessment of students’ learning outcomes, ensuring the professional development of teachers, compliance with state guarantees, in particular, wages, social and pension benefits.
The council will also take care of the development of public-private partnerships in the field of education, promote the coordination of central and local authorities, enterprises, and educational institutions for the development of a modern and safe educational environment.
The Advisory Board may establish working groups to study issues within its competence and involve representatives of central and local executive bodies, local governments, public associations, domestic and foreign scientists, specialists, and experts.
By this decree, the President also approved the composition of the Advisory Council for the Promotion of General Secondary Education. The Council was chaired by Serhiy Koleboshyn, People’s Deputy of Ukraine, Deputy Chairman of the Verkhovna Rada Committee on Education, Science and Innovation.
A meeting of the Advisory Board is valid if more than half of its members are present. Based on the results of the meeting, if necessary, a protocol is drawn up, which is signed by the chairman of the council.
