The Development of Important Documents in the Field of Higher Education

Today, March 26, 2021, the Minister of Education and Science of Ukraine Serhiy Shkarlet held an online briefing on 100 days in office.

Serhiy Shkarlet informed about the thorough documents related to the development of higher education in Ukraine, which have been finalized within three months and are being prepared for adoption.

In particular, in pursuance of the Decree of the President of Ukraine Volodymyr Zelensky’s “On the improvement of higher education in Ukraine” №210 / 2020 of June 3, 2020, four important documents were prepared.

Strategy for the development of higher education in Ukraine. Consultations were held with CEBs, the National Academy of Sciences of Ukraine, branch academies, comments of analytical centers were received. Together with the Institute of Higher Education of the National Academy of Pedagogical Sciences and a team of experts on higher education reform under Erasmus +, a new version of the draft Strategy was developed. It will be made public in the coming weeks.

The Ministry of Finance has developed and approved a draft order of the Government “On approval of the Concept of the state program for the restoration and development of a network of dormitories for students of higher education institutions for 2021-2025.” The purpose of the document is to provide applicants for higher education with places in dormitories, to improve living conditions, study and recreation.

The authorities approved a draft order of the Government “On approval of the Action Plan for the promotion of science and mathematics”, the purpose of which is to promote the development of science and mathematics education as a fundamental basis for the development of the state.

At the final stage of approval – the Action Plan to promote opportunities for higher education in Ukraine for foreign students.

“In addition, during the 100-day period, we intensified work on the creation of an electronic system for monitoring the employment of graduates of higher education institutions. At the initiative of the Ministry of Education and Science, together with the Pension Fund of Ukraine and the Ministry of Social Policy, the necessary documents have been developed to synchronize the information of the Unified State Electronic Database on Education and the Pension Fund. They have already been sent to the Ministry of Justice for registration. As soon as they are registered, we will be able to start testing the system, “the Minister of Education and Science of Ukraine stressed.

Also, 365 draft standards of professional higher and higher education have been developed to date (since 2016, a total of 439 standards).

For 100 days of work 73 projects of standards are developed:

4 draft standards of master’s degree;

7 draft standards of Doctor of Philosophy;

62 draft standards of professional junior bachelor.

During this period, 16 standards were approved:

3 standards of bachelor’s degree;

13 standards of master’s degree.

168 draft standards are being finalized in subcommittees and at various stages of approval, including 5 draft standards of bachelor’s degree standards, 27 draft standards of master’s degree standards, 77 draft standards of doctor of philosophy, and 62 draft standards of professional junior bachelor’s degree.

It should be noted that the draft Procedure for Admission for Higher, Professional Higher and Vocational (Vocational) Education of Persons Living in the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the City of Sevastopol, Temporarily Occupied Territories of Separate Districts of Luhansk Oblast was developed and sent for approval to the CEB . territory of settlements on the line of contact.
