These changes are dictated not only by the new administrative-territorial structure of the state, but also, first of all, by the need to create a single security space, prompt response to calls, and availability of police services. This was announced by the head of the National Police Ihor Klymenko during an extended meeting of the board of the Ministry of Internal Affairs of Ukraine.
According to Igor Klymenko, before launching a new model of work organization, a thorough analysis was conducted, the operational situation was studied and the workload of each police officer was determined, and the population size and density in the districts were taken into account.

Ukraine has successfully passed the administrative-territorial reform: 490 districts have been liquidated, and 119 and 17 have been created in the temporarily occupied territories. So first we decided to start with these innovations. But we did not just follow the newly formed areas but conducted a detailed analysis. As a result, we have 132 district police units – departments and divisions. In order to cover the population as much as possible with police protection, we have created departments, divisions, and sectors of police activity.
He said police stations are divided into two types: some will have investigative and criminal investigation staff, while others will have only inquiries and preventive services. Minor crimes are now criminal offenses that can be investigated by community police officers, police officers, and juvenile prevention workers. Therefore, not all small units need criminal police and investigation in their structure.
Police sectors are small police units where only prevention will work – ie response teams that promptly respond to calls to 102, as well as district police officers who work directly with the public.
One of the main ideas of changing the management model is to create a single security space on the basis of each district. If earlier all territorial subdivisions were separate structural units and performed tasks exclusively in certain separate territories of departments, divisions, or divisions, now the main subdivision remains, and all other structural units are under its subordination.
The head of the district unit has at his disposal all police units and response teams in the district, so he can independently determine their location depending on operational needs.
There will be no reduction in the number of territorial police units and personnel. Instead, 1,000 executives were laid off and their positions transferred to the services that most often communicate with people. He noted that currently 26 regional main departments of the National Police, 646 territorial subdivisions, and 500 police stations have been established in the country.
Currently, 450 community police officers work in the country. They serve 275 united territorial communities, live directly in the service area, and know the residents and their problems well.
Krasnosilska OTG became one of the first communities in Odesa Region to sign a Memorandum of Cooperation and Partnership with the National Police.
