Ukrainian President Volodymyr Zelensky announced the establishment of the Council for the Development of Professional Education.
Where the President of Ukraine Volodymyr Zelensky signed Decree 130/2021 on priority measures for the development of vocational (technical) education.

The document aims to promote the modernization of vocational (vocational) education according to the needs of the labor market and international standards and practices to ensure the realization of citizens’ right to vocational (vocational) education that is quality and affordable, as well as creating conditions for the formation and development of professional competencies relevant to a person for his successful professional activity and self-realization.
In particular, this decree established the Council for the Development of Professional Education (Technical) as an advisory body to the President of Ukraine and approved its regulations.
The council consists of a chairperson, two vice-presidents, and other council members who participate in its work on a voluntary basis. The personal composition of the council is approved by the head of state.
The main tasks of the council are: Monitoring the development of vocational education (vocational). Analyzing and improving Ukrainian legislation in this area; Studying labor market trends and forecasting priority areas and educational development methods; Development of proposals for the formation of modern professional competencies in the field of (vocational) education, etc.
The head of the office of the President of Ukraine is directed to submit proposals regarding the Council’s staff within two weeks.
The Council of Ministers must also ensure, by September 1 of this year, the setting and approval of a government program aimed at developing vocational education for the period until 2027, with the aim of modernizing the vocational and technical education system.
On the other hand, the program includes measures to improve the system of vocational education (vocational) in Ukraine and to introduce a better model for financing the activities of the relevant institutions, taking into account the real needs to ensure the acquisition of modern professions.
The decision also includes updating the content of such education, among other things, by developing and adopting new standards for the state, introducing innovative learning techniques into the educational process, and providing vocational education seekers with modern textbooks (booklets) and their electronic copies.
It should also provide for the introduction of effective mechanisms for industrial training and industrial practice in accordance with the current requirements of professional standards.
In addition, there should be an update of in-service training programs for teachers and vocational teachers and masters in industrial training for these educational institutions, as well as an increase in their work status, particularly through the introduction of wage incentive financial instruments.
On the other hand, the government should also consider increasing the size of scholarships for students of vocational education institutions (technical) and considering the possibility of converting government vocational education institutions into community ownership.
